新质生产力赋能东北全面振兴的内在逻辑与实现路径——基于产业链分工的视角

摘　　要：在产业链分工日益深化的背景下,如何通过将新质生产力嵌入产业链的各个环节,激发东北地区的内生动力和活力,释放新质生产力潜能,重建比较优势,成为东北全面振兴的重要课题。从产业链分工的视角看,新质生产力不仅是促进产业链价值增值和运行效率提升的重要保障,更是东北全面振兴的基础和支撑;发展新质生产力可以促进产业链分工的形成和完善,有利于东北地区加大研发投入、加快科技创新,掌握更多关键核心技术。基于此,东北全面振兴要以科技创新为突破口,发挥龙头企业的带动作用;打通产业链上下游组织边界,促进产业链各环节融合发展;围绕产业链布局创新链,推动科技成果在区域内转化;构建“两群四圈五链四廊”的产业链分工格局。同时,要通过新型生产关系促进新质生产力发展、以“两群四圈”为主体布局新质生产力、大力提升市场化水平、营造法治化国际化营商环境等,为东北全面振兴注入强大动力。As the division of labor in the industrial chain is refining,how to incorporate new quality productive forces into the links of the industrial chain,stimulate the impetus and vitality of development,release the potential of new quality productive forces,and rebuild comparative advantages of northeast China has become a key issue for the comprehensive revitalization of this region.From the perspective of division of labor in the industrial chain,new quality productive forces are not only a guarantee for the increment of value and efficiency improvement of the industrial chain but also a foundation for the comprehensive revitalization of northeast China.Developing new quality productive forces can promote the division of labor in the industrial chain,which is conducive to increasing the research and development investment,accelerating the scientific and technological innovation,and mastering more core technologies in northeast China.Accordingly,the comprehensive revitalization of northeast China should take scientific and technological innovation as the breakthrough point and give full play to the role of leading enterprises.The upstream and downstream organizations in the industrial chain should be linked to promote the integrated development of links in the industrial chain.The layout of innovation chains should be designed centering on the industrial chain and the transformation of research achievements should be promoted within the region.A pattern of“two agglomerations,four circles,five chains,and four corridors”should be built for the division of labor in the industrial chain.Furthermore,it is necessary to promote the development of new quality productive forces by adjusting the relations of new quality production,design the layout of new quality productive forces with the pattern of“two agglomerations and four circles”,vigorously improve the marketization,and create a legal international business environment.These measures will inject strong energy into the comprehensive revitalization of northeast C
