摘 要:通用航空财政补贴绩效评价是优化通用航空产业发展政策的重要基础,本文采用数据包络分析法(DEA)从规模效益、技术效益、综合效益三个角度出发分析2014-2021年的通航政府补贴政策的补贴绩效,通过分析松弛变量S-和松弛变量S+探讨通航补贴政策绩效不足的原因,在此基础上提出四个建议:根据行业动态调整补贴范围、完善航空器制造企业的补贴政策、优化整合现行的补贴政策、鼓励地方政府补贴通航产业,为后续政策制定提供参考依据。General aviation financial subsidy performance evaluation is an important basis for optimizing the development policy of general aviation industry.This paper adopts data enveloping analysis(DEA)to analyze the subsidy performance of the general aviation government subsidy policy from 2014 to 2021 from three perspectives:scale benefit,technical benefit and comprehensive benefit.Then,by analyzing the slack variable S-and the slack variable S+,the reasons for the insufficient performance of the general aviation subsidy policy are discussed.Finally,four suggestions are put forward on the basis of the analysis conclusions:adjusting the subsidy scope according to the industry dynamics,improving the subsidy policy of aircraft manufacturing enterprises,optimizing and integrating the current subsidy policy,and encouraging local governments to subsidize the general aviation industry,so as to provide reference for the subsequent policy formulation.
