建设交通强国背景下内河航运标准化发展路径研究——以长江航运为例

摘　　要：为加快长江黄金水道建设,率先打造我国内河航运标准化建设示范,服务交通强国建设,对长江航运标准化发展基础进行了总结,从整体要义和要素体系两个维度深刻认识,并系统性构建了内涵特征框架体系,从航道、船舶、港口、通关管理等要素自身标准化建设和各要素协调融合推进标准化建设两个层面提出了建设路径。期望在奋力建设交通强国背景下,为长江黄金水道及我国内河航运标准化建设提供参考。In order to accelerate the construction of the golden waterway of the Yangtze River,t take the lead in building a demonstration of the standardization construction of inland navigation in China,and serve the construction of a transportation power,the paper summarizes the basis for the development of the standardization of the Yangtze River shipping,deeply understands the overall essence and the element system from two dimensions,and systematically constructs a framework system of connotation and characteristics.The construction path is proposed from two aspects:the standardization construction of elements such as waterway,ship,port and customs clearance management and the coordination and integration of all elements to promote standardization construction.It is expected to provide reference for the standardization construction of the golden waterway of the Yangtze River and Inland navigation in China under the background of striving to build a transportation power.
