科技期刊与新质生产力的双向赋能——兼谈党的二十届三中全会精神指引下科技期刊的文化定位与使命

摘　　要：新质生产力是以创新为主导,具有高科技、高效能、高质量特征的先进生产力形态,是实现高质量发展的内在要求和促进“13个强国”“5个中国”建设的强大动力。科技期刊在赋能新质生产力发展中扮演关键角色:促进和激励科技创新,助力关键技术突破;及时推广应用科技创新成果,围绕发展新质生产力布局产业链;倡导绿色发展,推动低碳产业和供应链建设;关注社会各方改革发展成果,推进协同创新;完善教育、科技、人才相关机制,实现良性循环。新质生产力同时赋能科技期刊,从理念提升、技术改造、实践驱动各个方面,全面提升科技期刊质量、效率和水平。中国共产党第二十届中央委员会第三次全体会议精神赋予了科技期刊新的文化使命,科技期刊应在全会精神指引下,积极、沉着应对技术变革和产业发展带来的挑战,主动投入文化体制机制改革,练就自身过硬本领,促进物质文明与精神文明的协调发展,在科技进步、经济发展、文化创新和国际交流中发挥支撑和引领作用。New quality productive forces are advanced productivity form characterized by high technology, high efficiency and high quality, which are the inherent requirement for realizing highquality development and powerful impetus for buiding a great countr y of digital China, healthy China, peaceful China, rule of law in China and beautiful China. Sci-tech journals play a key role in empowering the development of new quality productive forces by promoting technological innovation and facilitating breakthroughs in key technologies;promoting timely application of technological innovation achievements and laying out industrial chains;advocating green development, and promoting low-carbon industries and supply chain construction;focusing on reform and development achievements, and promoting collaborative innovation;perfecting mechanisms related to education,technology and human resources, and realizing benign cycle. The new quality productive forces also empower sci-tech journals by comprehensively improving their quality, efficiency and levels from conceptual enhancement, technological transformation, and practice driving. The Third Plenary Session of the 20th Central Committee of the Communist Party of China(CPC) has given sci-tech journals a new cultural mission. Under the guidance of the plenary session's spirit, sci-tech journals should actively and calmly respond to challenges brought by technological changes and industrial development,actively participate in the reform of cultural administrative system and cultural institutions, develop their own skills, ensure that cultural-ethical and material development progress together, and play a supportive and leading role in scientific and technological progress, economic development, cultural innovation, and international exchanges.
