摘　　要：以数字化、网络化、智能化为特征的新一代科技革命浪潮蓬勃兴起,新技术、新业态的迭代发展推动了社会形态的演化和政府治理模式的变革,人类社会正在加速进入“乌卡时代”。面对高度复杂性、不确定性的政策议题,以科层制为组织模式的传统政府管理体系存在工具失灵、结构失灵、规则失灵的现象。政府数字化转型的本质是在数字时代背景下政府运用大数据、云计算、区块链、人工智能等新兴技术,提升政府决策、管理和服务能力,优化公共资源配置效率,不断化解复杂系统不确定性的过程。其进路在于构筑端网云一体化、泛在智联的数字基础设施,构建敏捷响应、协同共生的平台生态,建立科学规范、协同演化的规则体系。从技术、组织、制度三个层面全方位加强数字治理能力建设,提升政府适应性、敏捷性,推动国家治理体系和治理能力现代化。The new generation of technological revolution characterized by digitalization,cyberization,and intelligence is booming.The iterative development of new technologies and business formats has driven the dramatic change of social form and governance model.Human society is accelerating into the"VUCA Era".Facing highly complex and uncertain policy issues,the bureaucracy-based government system suffers from management tool failure,organization structural failure,and institution rule failure.The digital government transformation's essence is that in the context of the digital age,the government employs emerging technologies such as big data,cloud computing,blockchain,artificial intelligence and so on to improve decision-making,management and service capabilities,optimize the efficiency of public resource allocation,and continuously resolve uncertainty in complex systems.It is necessary to build a ubiquitous and intelligent digital infrastructure based on data terminals,internet,and cloud computing,a platform ecosystem that responds quickly and collaboratively,and a scientific,standardized,and collaboratively evolving rule system.Government needs to strengthen the digital governance capabilities from technology,organization,and institution aspects,thereby comprehensively improving the adaptability and agility of the government and promoting the modernization of the national governance system and governance capabilities.
