摘　　要：文章深入研究了参与式治理推动县级融媒体中心发展的运行逻辑和实践进路。在政治逻辑方面,参与式治理推动基层政治信息有效嵌入社会治理系统,让治理主体有效发挥治理效能;在媒介逻辑方面,参与式治理有效激活信息传播的动力机制,以特有的媒介叙事框架深刻影响着治理过程;在市场逻辑方面,参与式治理促进治理资源下沉和主体多样化并达成顶层设计目标。文章从制度赋能、技术赋能、内容赋能、参与主体赋能四个维度着力,进一步激活县级融媒体中心的社会治理功能,不断推进基层治理体系和治理能力现代化。This paper discusses the operation logic and practical approach of the development of county-level integrated media center from the perspective of participatory governance.In terms of political logic,the county-level integrated media center makes the grassroots political information effectively embedded in the social governance system,and promotes the governance subject to play the role of effective governance effectively.In terms of media logic,participatory governance effectively activates the dynamic mechanism of information dissemination,which profoundly influences the governance process with its unique media narrative framework.In terms of market logic,the county-level integrated media center promotes the local-leaning of governance resources,the diversification of governance subjects and the realization of the top-level design goal of participatory governance.This paper further argues that to promote the modernization of grassroots governance system and governance capacity,county-level integrated media center needs to activate its social governance function and focus on four dimensions:system empowerment,technology empowerment,content empowerment and participation subject empowerment.
