摘 要:金融科技的高速发展对金融体系的稳定性和金融业的高质量发展产生了深远影响,提高了金融资源的配置效率,同时极大地提升了用户体验,为用户带来了前所未有的便捷性、可访问性和低成本效益。然而,随着金融科技的不断进步,也出现了算法滥用、数字鸿沟、无序竞争以及数据泄露等伦理问题。针对这些挑战,本文分析了欧盟、美国、英国、新加坡等国家在金融科技伦理治理方面的有益实践,并结合我国国情和金融科技伦理治理的现状,提出了一个全面而系统的解决方案。建议从政府层面、行业层面和企业层面三个维度构建一套具有中国特色的金融科技伦理治理体系。这一体系旨在有效预防和规避金融科技伦理风险,进而推动我国金融科技行业可持续发展,为金融强国建设提供有力支撑。The rapid development of Fintech has had a far-reaching impact on the stability of the financial system and the high-quality development of the financial industry,improving the efficiency of financial resource allocation,while greatly enhancing the user experience,bringing unprecedented convenience,accessibility,and costs and benefits to users.However,with the continuous progress of Fintech,ethical issues such as algorithmic abuse,digital divide,disorderly competition,and data leakage have also emerged.In response to these challenges,this paper analyzes in depth the useful practices of the European Union,the United States,the United Kingdom,Singapore and other countries in the ethical governance of Fintech,and combines them with China's national conditions and the current situation of the ethical governance of Fintech,and finally proposes a comprehensive and systematic solution.It is proposed to build a system of Fintech ethical governance with Chinese characteristics from three dimensions:governmental level,industry level and enterprise level.This system is aimed at effectively preventing and avoiding Fintech ethical risks,thus promoting the sustainable development of China's Fintech industry and providing strong support for the construction of a strong financial country.
