摘　　要：亚信会议的基本宗旨是为国家制度、经济水平、文化传统千差万别的亚洲国家,找到一个能为各方普遍接受的、致力于维护亚洲安全与稳定的多边协商机制。从多边机制的顺利发展来说,制度构建和理念沟通是非常重要的两个方面。客观来讲,亚信会议虽然已经成立30多年,但知名度和号召力还非常有限,无法与近几年不断扩员的上海合作组织相比,而有些功能相互重叠,也限制了亚信会议在国际事务中发挥更大的作用。亚信会议要成为一个重要的地区安全协调和对话机制,必须在理念创新和机制建设上下功夫。未来一段时期,亚信会议还只能是作为促进地区安全、政治对话与协商的国际平台,在这个意义上而言,其应充分体现合作的开放性和包容性,同时积极促进地区国家的经济和文化交流,为践行真正的多边主义、推动国际关系的民主化做出自己的贡献。CICA was originally proposed by the political leader of Kazakhstan inspired by the OSCE model.Its basic purpose is to find a multilateral consultation mechanism,which can be accepted by Asian countries with different national systems,economic levels,and cultural traditions and thus maintains the security and stability of Asia.In terms of the development of multilateral mechanisms,system construction and concept communication are two important aspects.Objectively speaking,although CICA has been established for more than 30 years,its popularity and appeal are still very limited.It is hard to compare it with the SCO,which has been expanding in recent years.Some overlapped functions also restrain CICA from playing a greater role in international affairs.If CICA aims to become an important regional security coordination and dialogue mechanism,it must work hard on concept innovation and mechanism construction.In near future,the CICA will still serve as an international platform to promote regional security,political dialogue and consultation.In this sense,it should maintain openness and inclusiveness of cooperation,while actively promoting economic and cultural exchanges among regional countries,and make its own contribution to practicing true multilateralism and promoting the democratization of international relations.
