摘　　要：作为自称为“国家-文明”的伟大欧亚大国,俄罗斯正在为欧亚大陆和整个世界赋予新的内涵,并迅速调集其资源以切实实施新东方战略。现代俄罗斯外交政策的这一主要趋势在短时间内不仅会令俄罗斯发生显著变化,而且会改变整个地缘政治状况,形成新的国际关系体系。真正的“转向东方”是在科学和技术、教育和文化上的根本转向。至于各国人民之间的互动水平、人文联系以及总体上的文化和文明互动领域的转变远未完成,其任务仍然极为紧迫。俄罗斯完成“转向东方”政策的主要任务,可以在2030年之前完全平衡俄罗斯的外交政策和对外经济活动,消除来自西方的大部分制裁带来的风险,显著提高俄罗斯在东方国家进行各类活动的效果。After centuries of diplomacy oriented toward the West,Russia is returning to the East and rebalancing the two eternal directions of its diplomacy.As a great Eurasian power that calls itself a nation-civilization,Russia aims to give new connotations to Eurasia and the entire world,and is rapidly mobilizing its resources to effectively implement its new eastern strategy.This major trend will not only cause significant changes in Russia in a short time,but will also change the entire geopolitical situation and form a new system of international relations.The real"Turn to the East"is a fundamental turn in science and technology,education,culture and ultimately our mentality,of which we have just started the process.As for the transformation of the level of interaction between peoples,humanistic ties and the overall field of cultural and civilizational interaction,it is far from complete and the task remains extremely urgent.Siberia and the Far East are the most important parts of Russia's"Turn to the East"plan.If completing the main tasks of the"Turn to the East"policy,Russia could completely balance its diplomacy and foreign economic activities before 2030,eliminate most of the risks caused by sanctions from the West,and significantly improve the effect of various activities in the East.
