摘 要:现代治理是多治理主体共同参与的满足人的需求、建设良好秩序、推动社会文明进步的过程。现代治理因其现代性与多主体性具有全生命周期性、合意性、科学性、可及性等多种特性,但由于治理主体的多元博弈,现代治理内在地存在理念分化、主体分化、技术分化、信任分化等困境。破解现代治理的困境需要制度、技术等因素的介入,但情感能从现代社会最根本的人的特性出发,为困境破解提供一些思路。具体包括:以情感共鸣凝聚治理共识,以情感行动提升治理实效,以情感信任延续治理周期,以情感联结提升治理韧性。Modern governance is a process in which multiple governance entities participate together to meet human needs,build good order,and promote social civilization progress.Modern governance has various characteristics such as full lifecycle,agreement,scientificity,and accessibility due to its modernity and multi subjectivity.However,due to the pluralistic game theory among governance entities,modern governance inherently faces the dilemma of ideological differentiation,subject differentiation,technological differentiation,and trust differentiation.Solving the dilemma of modern governance requires the intervention of factors such as institutions and technology,but emotions can provide some ideas for solving the dilemma from the most fundamental human characteristics of modern society.Specifically,it includes consolidating governance consensus through emotional resonance,enhancing governance effectiveness through emotional actions,extending governance cycles through emotional trust,and enhancing governance resilience through emotional connections.
