摘　　要：通过构建异质型环境规制、偏向型技术进步与经济增长的理论模型,运用SBM方向距离函数模型测算2000年至2019年间中国工业偏向型技术进步指数,进而就不同环境规制方式、偏向型技术进步对经济增长的影响进行实证估计。研究发现:费用型环境规制、投资型环境规制和偏向型技术进步均对经济增长具有显著促进作用,这种促进作用因区域差异和技术进步偏向类型不同,存在一定的异质性。拓展性分析表明,异质型环境规制能够通过偏向型技术进步这一中介渠道实现对经济增长的促进作用,同时,环境规制类型的差异会对中介效应强度产生影响。这一研究可为推进生态文明建设,不断塑造发展新动能新优势,实现经济高质量发展提供依据。By constructing a theoretical model of heterogeneous environmental regulation, biased technological progress and economic growth, and using the SBM directional distance function model to calculate China's industrial biased techndogical progress index between 2000 to 2019,this research empirically estimates the impact of different environmental regulation methods and biased technological progress on economic growth. It is found that cost-type environmental regulation, investment-type environmental regulation, and biased technological progress all contribute significantly to economic growth, and this promotion is somewhat heterogeneous depending on regional differences and the type of technological progress bias. Expansive analyses show that heterogeneous environmental regulation can achieve the promotion of economic growth through the mediating channel of biased technological progress, while differences in the types of environmental regulation affect the strength of the mediating effect. This research can provide a basis for promoting the construction of ecological civilization, continuously shaping new dynamics and new advantages for development, and achieving high-quality economic development.
