基于政府视角的公立医院发展医养结合的对策

摘　　要：公立医院开展医养结合是老龄人口实现养老和医疗服务融合的重要途径。文章归纳了内蒙古公立医院开展医养结合服务的三种模式,分析解释实践中面临的管理制度不合理、分级诊疗制度未建立、专业人员队伍不足及筹资渠道单一方面的困境,并基于政府视角,提出完善管理制度、明确权责,加快老年病分级诊疗制度,加快建设人才培养机制以及加强投入机制保障、实现多种筹资等对策。The implementation of integrated medical and elderly care in public hospitals is an important way to achieve the integrated elderly care and medical services for the elderly population.This article summarizes three models of integrated medical and elderly care services in public hospitals of Inner Mongolia Autonomous Re-gion,analyzes and explains the difficulties in practice,including unreasonable management system,lack of hierar-chical diagnosis and treatment system,insufficient professional personnel,and single source of financing.Based on the government's perspective the article then proposes measures such as improving management system,clarif-ying rights and responsibilities,accelerating the construction of hierarchical diagnosis and treatment system for ger-iatric diseases and talent training mechanisms,strengthening investment mechanism guarantees,and achieving va-rious sources of financing.
