跨境电商综试区提升了城市制造业出口技术复杂度吗?

摘　　要：跨境电商综试区作为以互联网平台为载体的特殊区位导向型产业政策,已成为推动中国制造业出口转型升级的新引擎。文章借助于跨境电商综合试验区设立这一政策冲击构造准自然实验,采用交叠双重差分模型实证考察了2010~2019年间跨境电商综试区对城市制造业出口技术复杂度的因果效应。研究发现,跨境电商综试区的设立显著提升了城市制造业出口技术复杂度,平行趋势检验、异质性处理效应检验、以“无票免税”政策作为政策发生点和考虑溢出效应等其他稳健性估计均证实了该促进效应的存在;机制检验发现,跨境电商综试区通过成本降低效应、创新促进效应、产业集聚效应共同推动城市制造业出口技术复杂度提升;相较于一般贸易为主、行政层级较高和距离港口较远的城市,跨境电商综试区对城市制造业出口技术复杂度的促进作用主要体现在加工贸易为主、行政层级较低和距离港口较近的城市,并且这种促进效应随时间推移呈逐渐增强的趋势。文章研究不仅为以跨境电商综试区“多轮驱动”机制下的城市制造业出口技术复杂度提升提供了经验证据,也为中国制造业出口培育国际竞争新优势提供了新的发展思路。As a special location-oriented industrial policy with the Internet platform,the Cross-Border E-Commerce(CBEC)comprehensive pilot zone has become a new engine to promote the transformation and upgrading of China's manufacturing exports.This study constructs a quasi-natural experiment using the policy shock of CBEC comprehensive pilot zone establishment and empirically investigates the causal effect of CBEC comprehensive pilot zone on export technological sophistication of urban manufacturing during 2010-2019 using an staggered difference-in-differences model.It is found that the establishment of the CBEC comprehensive pilot zone can significantly promote the export technological sophistication of urban manufacturing,and this promotion effect has gradually increased over time.The mechanism test finds that the cross-border e-commerce comprehensive pilot zone jointly promotes the export technological sophistication of urban manufacturing through cost reduction effect,innovation promotion effect and industrial agglomeration effect.Compared with cities dominated by general trade,with higher administrative levels and farther from ports,the promotion effect of cross-border e-commerce comprehensive pilot zones on export technological sophistication of urban manufacturing is mainly reflected in cities dominated by processing trade,with lower administrative levels and closer to ports.This study not only provides empirical evidence for the upgrading of urban manufacturing export under the"multi-wheel drive"mechanism of cross-border e-commerce comprehensive pilot zone,but also provides new development ideas for China's manufacturing export to cultivate new international competitive advantages。
