摘　　要：综合性应急医疗救援模式的建设对完善我国应急救援体系,提高防灾减灾救灾能力,维护社会公共安全,保护人民生命财产安全具有重大意义。本文介绍了江苏省消防救援与医疗急救联动运作模式,指出传统应急救援过程中,消防救援队伍和医疗急救救援队伍未能实现有效联动,在一定程度上影响了应急救援的质效,建设“消防救援+医疗急救”的综合性应急医疗救援模式在缩短救援时间、缓解出警压力、提高施救效率、强化风险防范能力等方面具有积极意义。通过分析消防高度职业化的国家和地区消防救援与医疗急救联动的经验,提出了建设综合性应急救援模式的展望,建议加强联动协作,提升应急处置能力;加强联合组训,提升现场急救能力;完善人员装备,建强应急救援力量。The construction of comprehensive emergency medical rescue mode is of great significance to improve China's emergency rescue system,improve disaster prevention,reduction and relief capabilities,maintain social public safety,and protect people's lives and property safety.This paper introduces the joint operation mode of fire rescue and medical first aid in Jiangsu Province,and points out that in the traditional emergency rescue process,the fire rescue team and medical first aid rescue team fail to achieve effective linkage,which affects the quality and efficiency of emergency rescue to a certain extent.The construction of the comprehensive emergency medical rescue mode of"fire rescue+medical first aid"has positive significance in shortening rescue time,relieving the pressure of police,improving rescue efficiency,and strengthening the ability to prevent risks.Through analyzing the experience of the linkage between fire rescue and medical emergency in countries and regions with high fire professionalism,the prospect of building a comprehensive emergency rescue model is put forward,and it is suggested to strengthen the linkage cooperation and improve the emergency handling ability.It is suggested to strengthen the joint training,improve the on-site first-aid ability,improve personnel and equipment,and strengthen emergency rescue forces.
