摘  要:构建可持续的电网基础设施,规范绿色低碳智慧变电站建设,建立建设标准体系是当前电网建设的重点任务之一。通过系统梳理国内外智能变电站技术标准及绿色变电站标准建设现状,分析了对绿色低碳智慧变电站建设标准体系的需求,设计了新的标准体系层级结构,构建了绿色低碳智能变电站标准体系的总体框架。首次将绿色、低碳、智能、数字化等理念融入标准,指出了当前标准体系建设亟待制定的标准,并提出了标准化工作的重点行动计划。Constructing sustainable grid infrastructure,standardizing the construction of green,low-carbon and smart substations,and establishing a construction standard system are among the key tasks in current grid construction.By systematically reviewing the domestic and international technical standards for smart substations and the current status of green substation standard construction,this study analyzes the requirements for the standard system of green,low-carbon and smart substations.It designs a new hierarchical structure for the standard system and constructs the overall framework of the standard system for green,low-carbon and smart substations.For the first time,the study integrates concepts such as green,low-carbon,smart,and digital into the standards,identifies the standards urgently needed for the current system construction,and proposes a key action plan for standardization work.
