取水贷融资模式解析与发展建议——基于浙江丽水取水贷经验的分析

摘　　要：总结取水贷试点实践经验,分析现存问题,可为进一步推进水利融资改革和创新提供案例范本。以浙江丽水取水贷经验为基础,文章分析了取水贷融资模式的内涵和优势。取水权增信为小水电企业融资提供了资产信用担保和行动激励,有效缓解了小水电融资难的问题。但对取水贷业务质押借贷和金融监管法律关系的分析指出,取水权质押如何办、如何管,仍然存在标准不一、制度供给不足的问题。因此,有必要向全国扩展试点,建立数据互通机制、合理评估取水权价值、加强贷后风险管理,同时完善取水许可证金融信用制度,统一取水权质押办理流程,并建立信息共享制度加强监管合作,为创新试点提供制度支撑。Summarizing the practical experience of water-extracting loan and analyzing existing problems can provide models for further promoting water financing reform and innovation.Based on the experience of water-extracting loan in Lishui,Zhejiang Province,this article analyzes the content and advantages of the financing model of water-extracting loan.The credit enhancement of water rights provides asset credit guarantees and action incentives for financing of small hydropower enterprises,effectively alleviating the difficulty of financing for small hydropower.However,the analysis of the legal relationship between pledge lending and financial supervision in water-extracting loan business points out that there are still problems of inconsistent standards and insufficient institutional supply on how to handle and manage the pledge of water intake rights.Therefore,it is necessary to expand the pilot program nationwide,establish a data exchange mechanism,reasonably evaluate the value of water intake rights,strengthen post loan risk management,and improve the financial credit system of water intake permits,unify the process of pledging water intake rights,and establish an information sharing system to strengthen regulatory cooperation,providing institutional support for innovative pilot programs.
