完善取水许可延续评估管理的思考

摘　　要：取水许可延续评估是对取水户在取水许可证有效期内实际取用水情况的全面评估。文章通过对比上海市2018年、2023年同一批取水许可证连续两次延续评估,从取水户取用水管理情况、取水总量、用水效率、计量设施等视角,总结了“节水优先、空间均衡、系统治理、两手发力”治水思路提出后的10年间上海市水资源管理制度落实情况,在梳理取水许可管理现状和存在问题基础上,提出了完善取水许可延续评估管理的建议,为进一步完善上海市水资源管理制度、提升水资源管理水平提供参考。The continuation evaluation of water intake license is a comprehensive evaluation of the actual water intake situation of water users during the validity period of the water intake license.This article compares the two consecutive evaluations of the same batch of water intake license in Shanghai in 2018 and 2023,and summarizes the implementation of Shanghai s water resource management system over the past 10 years after the water governance concept of“prioritizing water conservation,balancing spatial distribution,taking systematic approaches,and giving full play to the roles of both government and market”was proposed from the perspectives of water intake management by water users,total water intake amount,water efficiency,and metering facilities.Based on the analysis of the current situation and existing problems of water intake license management,it further proposes suggestions to improve the management of water intake license continuation,providing references for improving Shanghai s water resource management system and enhancing the level of water resource management.
