近代美国驻沈阳领事馆租地交涉的历史考察

摘　　要：为保护侨民权益,推行“门户开放”政策,维护美国企业商业利益,美国于1904年在沈阳设立领事馆。根据规定,领事馆馆舍作为办公场所属外交用地,办公场所租金可享受优待,开埠局负责其修缮维护等工作,若以个人用途租地则无优待。美国领事借工作之名,要求开埠局高标准修缮馆舍,并为个人谋求租房优惠,将经济负担转嫁给中国人民。奉天巡按使公署为维护外交关系,为其通融办理租金减半事宜,体现出政府部门希望与美方友好往来,并借美国领事影响力促进中美合作的意愿。In order to protect the Americans residing in China and the interests of American enterprises,the US established its consulate in Mukden in 1904.According to the regulations,the consulate building is for diplomatic use and the rent can be negotiated.The Port Opening Bureau is responsible for its maintenance.The US consul even asked the Bureau to rent a house for his individuals use,paid in fact by China.The Office of Mukden Patrol agreed his unreasonable requirements,showing the government's willingness for a friendly Sino-US relationship.
