如何在生产安全事故应急预案编制中体现预案的体系与衔接关系

摘　　要：生产经营单位生产安全事故是一种潜在的危险,一旦发生,将严重影响单位的生产和经营活动,甚至威胁人员的生命和财产安全。为了应对这种情况,必须制定生产安全事故应急预案。生产安全事故应急预案是对可能发生的生产安全事故进行预测、预警、预防、应急救援等全过程的规划、部署和实施。按照《生产经营单位生产安全事故应急预案编制导则》(GB/T29639—2020)中的相关要求就如何体现预案的体系与衔接关系进行了探讨。Work safety accidents in production and business operation entities are potential dangers.Once they occur,they will seriously affect the production and business operation activities of the entities,and even threaten the safety of life and property.In order to cope with this situation,it is necessary to formulate emergency response plan for work safety accidents.Emergency response plan for work safety accidents refers to the planning,deployment and implementation of the whole process of forecasting,early warning,prevention and emergency rescue of possible work safety accidents.According to the relevant requirements in Guidelines for enterprises to develop emergency response plan for work place accidents(GB/T29639-2020),this paper discusses how to reflect the system and connection relationship of the plan.
