摘　　要：在重大突发公共卫生事件中,社区发挥了重要作用,其强大的内生力和自治智慧引发了广泛关注。搜集了多个社区在面对公共卫生危机期间的运作实践样本,以图寻找其产生良治的原因。通过对上述实践样本的分析,识别了危机下社区利益相关方,并根据米切尔分类法划分了社区各参与主体。据样本统计分析发现,各利益相关者之间都进行着不同程度的互动,故尝试从突发公共卫生事件发生期间社区参与主体共治的实践形态出发,根据实践样本概括了“强引领型”“强自发型”和“双向互动型”3种社区实践类型,继而基于利益相关者理论对3种社区实践类型中各参与主体进行分析,将其与上述利益相关者理论视角的各参与主体进行实践形态与应然层面的对话,并提出了社区参与主体共治优化的建议。In the major public health emergency,the community has played an important role and its strong endogenous force and wisdom of autonomy have aroused widespread concern.It collects the operational practices of many communities in the face of public health crises in order to find out the reasons for their good governance.Through the analysis of the above practice samples,the community stakeholders under the crisis are identified,and the community participants are divided according to Mitchell’s classification.According to the sample,it is found that there are different degrees of interaction among the stakeholders,so it attempts to start from the practice form of community participation in the co-governance during public health emergencies,and summarizes three types of community practice,namely,“strong leadership”,“strong spontaneity”and“two-way interaction”,according to the practice sample.Then,based on the stakeholder theory,the participants in the three types of community practice are analyzed.It engages in dialogue on practical forms and expected levels with the various participants from the theoretical perspective of the aforementioned stakeholders,and puts forward some suggestions on the co-governance optimization of community participants.
