我国海水淡化集中式供水单位卫生调查分析与对策

摘　　要：目的调查海水淡化集中式供水单位行业卫生现状,评估分析存在的风险及危害因素,并提出有效的管理对策以规范开展卫生管理。方法采用抽样调查方法,对我国28家海水淡化集中式供水单位开展现场调查。通过Excel2010录入收集的数据并建立数据库,对数据进行初步处理和描述性分析。结果28家海水淡化集中式供水单位卫生管理水平不一,其中原水取水参考执行国家标准的占50%,开展原水水质检测的占67.86%,作为生活饮用水用途的水质检测占84.21%。结论海水淡化工艺控制、成品水处理、成品水输送等环节卫生管理要求差异较大,自身卫生管理能力和卫生健康部门监管力度较低。建议卫生健康部门加快构建海水淡化卫生法规规范和标准体系,积极履行海水淡化卫生监督监测工作职责。Objective To investigate the sanitary status of seawater desalination centralized water supply units,evaluate and analyze the existing risk and hazard factors,and put forward effective management countermeasures to standardize the sanitary management.Methods A field sampling survey was carried out on 28 seawater desalination centralized water supply units in China.The collected data was entered into a database using Excel 2010,and then subjected to preliminary processing and descriptive analysis.Results The sanitary management level of 28 seawater desalination centralized water supply units was inconsistent.50%of the units demonstrated compliance with national standards for raw water intake,67.86%of the units carried out the raw water quality testing,and 84.21%of the units conducted water quality testing for use as drinking water.Conclusion The sanitary management requirements of seawater desalination process control,finished water treatment and finished water transportation are quite different.Their health management ability and supervision from sanitaryauthority are inadequate.The sanitary authority should speed up the construction of sanitary regulations and standards system for seawater desalination,and actively perfomm the duties of sanitary supervision and monitoring of seawater desalination.
