连片乡村地区建设体检评估方法探索——以吴江东太湖生态旅游度假区乡村片区为例

摘　　要：乡村建设规模大、范围广、维度多元,乡村建设体检评估是对乡村建设、实施、管理等工作进行定期检验,反馈乡村建设实施成效,研判乡村建设存在问题的一种有效方法。近年来对连片乡村地区进行规划、研究、建设逐渐成为趋势,连片乡村地区建设涉及多元行政主体,各类资源要素投入存在较大差异,建设成效面临更多不确定性,对其进行体检评估更有利于持续落实片区建设规划内容及指导后续建设。本文以吴江东太湖生态旅游度假区乡村片区为例,探索连片乡村地区建设体检评估指标体系,以行政村为单元对乡村建设情况进行年度体检与评估,查找存在问题,研判片区发展共性问题和各行政村发展针对性问题,滚动建设补齐发展短板,指导后续建设重点内容及构建项目库,推进片区有针对性地进行规划调整和项目建设,促进乡村建设可持续发展。Due to its large scale,wide scope,and diverse dimensions,the physical examination evaluation of rural construction is a regular inspection of rural construction,implementation and management,providing feedback on the effectiveness of rural construction implementation,and identifying problems in rural construction.In recent years,the planning,research and construction of contiguous rural areas have gradually become a trend.The construction of contiguous rural areas involves multiple administrative entities,and there are significant differences in the input of various resource elements,so the construction effectiveness is faced with more uncertainties.The physical examination and evaluation of the construction plan is more conducive to the continuous implementation of the area construction plan and the guidance of subsequent construction.This paper takes the rural area of Wujiang Dongtaihu Eco-tourism Resort as an example,explores the establishment of a physical examination and evaluation index system for the contiguous rural areas,and takes administrative villages as units to conduct annual physical examination and evaluation of rural construction,so as to find out existing problems,study common problems in the area development,judge targeted problems in the development of administrative villages,and make up for development shortcomings through rolling construction,aiming to guide the follow-up construction focus and build project library,and promote the targeted planning adjustment and project construction in the contiguous rural areas,Promote sustainable development of rural construction.
