摘　　要：党的二十大报告提出要打造具有国际竞争力的数字产业集群,但“数字产业集群”在学理上并没有被充分地探讨,特别是数字产业集群如何通过数实融合创新驱动高质量发展,其内在机制亟待深度剖析。通过理论演绎和多案例研究方法,将数字产业集群与传统产业集群进行内涵特征的比较;结合实践案例分析,从创新要素、创新组织和创新环境的系统观切入,提炼出数字产业集群推动数实深度融合创新的“方向盘模型”,具体包括数据资源驱动创新、平台架构协同创新和生态系统开放创新三大机制。进一步,讨论了集群异质性和中国经济超大规模性对数字产业集群创新的潜在影响,对厘清数字产业集群内涵、构建创新评价体系和相关扶持政策的优化具有启示意义。The 2Oth National Congress of the Communist Party of China has set forth the objective of establishing globally competitive digital industry clusters.However,the academic exploration of"digital industry clusters"remains insufficient,particularly concerning their mechanisms for driving high-quality development through the integration of digital and physical innovation.By employing theoretical deduction and a multi-case study,the characteristics of digital and traditional industry clusters were compared.Drawing on case analyses,the systemic view of innovation elements,organizations,and environments within digital industry clusters were examined,leading to the formulation of a"steering wheel model"for fostering digital and physical integration.This model encompasses three key mechanisms:datadriven innovation,platform-based collaborative innovation and ecosystem open innovation.Furthermore,the potential impact of cluster heterogeneity and the vast scale of China's economy on the innovation mechanisms of digital industry clusters were discussed.The findings offer insights for clarifying the concept of digital industry clusters,developing innovation evaluation frameworks,and refining supportive policies.
