摘 要:打破我国地区之间持续存在的市场分割,是构建全国统一大市场和新发展格局的应有之义和内在要求。文章在理论层面上构建了两地区企业-政府博弈模型,廓清了交通基础设施与市场分割的内在逻辑联系;在实证层面上构建了空间杜宾模型和门槛模型,对交通基础设施的市场整合作用进行研究。研究发现:(1)交通基础设施与市场分割两者均具有空间集聚特征。(2)基准回归结果表明交通基础设施虽然总体上能够赋能我国市场一体化建设,但对市场分割的影响呈现显著“U”型趋势。具体表现为在拐点前主要发挥对地理分割的抑制效应,之后其对行政分割的激励效应占据主导地位。(3)异质性分析表明交通基础设施的市场整合作用具有“滚雪球”的特征,且在东、中部地区和内陆地区的影响更大。在宽带中国战略实施后,交通基础设施在一定程度上加剧了市场分割。(4)进一步分析结果表明高水平的地区专业化分工强化了交通基础设施的市场整合作用。研究提出四点对策建议:一是优化地方政府间竞争机制,二是加强交通基础设施的统筹规划管理,三是加强基础设施的区域协调性,四是加强专业化分工和区域合作。Breaking the persistent market segmentation between regions in our country is a necessary and inherent requirement for building a unified national market and a new development pattern.The article constructs a game model between enterprises and governments in two regions at a theoretical level,clarifying the inherent logical connection between transportation infrastructure and market segmentation;We have empirically constructed spatial Durbin model and threshold model to study the market integration effect of transportation infrastructure.Research has found that both transportation infrastructure and market segmentation have spatial agglomeration characteristics.(2)The benchmark regression results indicate that although transportation infrastructure can generally empower the construction of market integration in China,its impact on market segmentation shows a significant“U-shaped”trend.Specifically,before saturation,it mainly exerts an inhibitory effect on geographic segmentation,while after saturation,its incentive effect on administrative segmentation dominates.(3)Heterogeneity analysis shows that the market integration effect of transportation infrastructure has a snowball like characteristic and has a greater impact in the eastern,central and inland regions.After the implementation of the broadband China strategy,transportation infrastructure has to some extent intensified market segmentation.(4)Further analysis shows that high-level local specialization has strengthened the market integration role of transportation infrastructure.The study proposes four countermeasures and suggestions:firstly,optimize the competition mechanism between local governments;secondly,strengthen the overall planning and management of transportation infrastructure;thirdly,enhance the regional coordination of infrastructure;fourthly,strengthen professional division of labor and regional cooperation.
