摘　　要：国家储备林工程对维护我国木材安全、生态安全具有重要战略意义。广西壮族自治区是我国第一批国家储备林建设试点省区,广西国家储备林项目是全国首个利用开发性金融贷款的国家储备林项目,目前项目建设期已过半,及时开展中期评估非常必要。以广西国家储备林项目为例,探索国家储备林项目中期评估的内容与方法,评估项目管理机制、项目建设、实施成效、风险分担机制等的落实情况,剖析项目实施过程中出现的主要问题,并提出调整树种结构、拓宽融资渠道、建立信息管理系统等对策建议。以期建立国家储备林项目中期评估指标体系,为利用贷款建设林业生态项目开展中期评估提供可借鉴的经验,推动国家储备林建设高质量发展。The construction of national reserve forest is a strategic project to maintain timber safety and ecologicalsecurity.Guangxi as one of the first batch of national reserve forest construction pilot provinces and autonomous regions,introduced the development finance investment into the national reserve forest construction.At present,the project construction period has been more than half,so it is very necessary to carry out mid-term evaluation in time.Taking Guangxi national reserve forest project as an example,this paper explores the content and method of mid-term evaluation of national reserve forest project.The implementation status of the project management mechanism,project construction,implementation effect,and the risk sharing mechanism etc.were evaluated.By analyzed the main problems in the process of project implementation,suggestions of adjusting the structure of tree species,broadening financing channels,and establishing information management system were proposed in order to establish the national reserve forest project midterm evaluation index system,provide reference experience for the use of loans in the construction of forestry ecological projects to carry out the mid-term evaluation,and promote the construction of national reserve forest high-quality development.
