摘　　要：核电企业建安、调试、运行各阶段作业活动纷繁复杂,企业内安全监督部门管理力量有限,仅满足企业基本的安全管理体系运作需要和高风险区域或作业活动的安全监管,难以把具体的涉及现场、涉及作业活动、涉及作业人员安全意识和技能提升的安全工作做细做实。企业内作业部门管理者受限于精力和专业背景,无法对安全管理工作的组织与执行实施全面管理。通过对涉及重点监管领域及重要作业风险的作业部门派驻专职安全员,实施双重管理,协助作业部门管理者开展安全管理工作,推动作业部门自主安全管理,提升企业整体安全绩效。The construction,commissioning,and operation activities of nuclear power enterprises were complex,and the number of the sole duty safety management practitioners within the enterprise is limited.It can only satisfy the basic safety management system operation needs of the enterprise and the safety supervision of high-risk areas or operation activities.It is difficult to make specific safety work related operation activities of the site,and the improvement of the safety awareness and skills of operators detailed and practical.Managers of operational departments within the enterprise are limited by their energy and professional background,and are unable to implement comprehensive management of the organization and execution of safety management work.By assigning sole duty safety management to frontline departments involved in key regulatory areas and important operational risks,implementing dual management,assisting department heads in carrying out the safety management work,promoting independent safety management of operation departments,and improving the overall safety performance of the enterprise.
