摘 要:随着全球化与信息化的交织,城市化进程的加快与资源环境压力的加剧对传统节水模式提出了新的挑战。基于新质生产力理论,通过分析新质生产力在节水领域的具体表现和作用机制,结合上海市节水工作现状与挑战,提出一套涵盖政策引导、技术革新、市场机制以及社会参与等多维度的节水策略框架。在数字化、智能化时代背景下,通过加快技术革新、优化资源配置、创新节水机制、强化政策引导以及构建节水新生态等途径,高质量推进上海市节水工作,进而为实现城市可持续发展目标提供战略思路和实践路径。With the interweaving of globalization and informatization,the acceleration of urbanization and the intensification of resource and environmental pressures have posed new challenges to traditional water-saving models.Based on the theory of new quality productivity,by analyzing the specific manifestations and mechanisms of new quality productivity in the field of water conservation,and combining with the current situation and challenges of water conservation work in Shanghai,a multi-dimensional water conservation strategy framework covering policy guidance,technological innovation,market mechanisms,and social participation is proposed.In the context of the digital and intelligent era,by accelerating technological innovation,optimizing resource allocation,innovating water-saving mechanisms,strengthening policy guidance,and building a new water-saving ecology,high-quality promotion of water-saving work in Shanghai can be achieved,providing strategic ideas and practical paths for achieving urban sustainable development goals.
