摘 要:统筹新型城镇化和乡村全面振兴对于扩大内需、经济高质量发展、人民共同富裕具有重要的战略意义。当前,学术界未能构建一个整体性理论分析框架,系统阐释统筹新型城镇化和乡村全面振兴的多重逻辑和实现路径。从大历史观来看,统筹新型城镇化和乡村全面振兴是我国城镇化历史演进的客观规律和必然趋势,也是城乡融合发展的新方位、新要求。在统筹新型城镇化和乡村全面振兴过程中,人口流动、生产要素、制度架构以及空间布局多维互动呈现出复杂性。从核心内涵来看,统筹新型城镇化和乡村全面振兴是以县域为载体,完善城乡融合发展体制机制,健全以工促农、以城带乡、工农互惠、融合共享的新型高质量发展格局。从运行逻辑上看,统筹新型城镇化和乡村全面振兴必须贯彻以人民为中心的新发展理念,在城乡融合发展进程中聚焦人的多元诉求及动态演化;同时,以体制机制创新为抓手,优化城乡融合发展顶层设计和制度框架,健全城乡要素双向流通、互惠互利、平等共享的制度通道。从实现路径上看,推进新型城镇化和乡村全面振兴有机结合还应当完善城乡空间融合发展规划编制,加强城乡空间规划协调性、联动性和整体性,构建更加公平、开放、包容、共享和可持续的城乡地域空间网络。Coordinating new urbanization and comprehensive rural revitalization holds significant strategic importance for expanding domestic demand, achieving high-quality economic development and fostering common prosperity among the people. Currently, the academic community has not yet constructed a holistic theoretical analytical framework to systematically elucidate the multiple logics and implementation paths of coordinating new urbanization and comprehensive rural revitalization. From a grand historical view, coordinating new urbanization and comprehensive rural revitalization is an inevitable trend in the historical evolution of China's urbanization. It also represents a new direction and requirement for urban-rural integrated development. In the process of coordinating new urbanization and comprehensive rural revitalization, the multi-dimensional interaction of population mobility, production factors, institutional structures, and spatial layout presents complexity. From a core connotation perspective, coordinating new urbanization and comprehensive rural revitalization is based on the county as the carrier, improving the system and mechanisms of urban-rural integrated development, and establishing a new high-quality development pattern characterized by industrial promotion of agriculture, urban support for rural areas, mutual benefit between industry and agriculture, and integrated sharing. From the perspective of operational logic, coordinating new urbanization and comprehensive rural revitalization must implement the people-oriented new development concept, focusing on the diverse demands and dynamic evolution of people in the process of urban-rural integrated development. At the same time, it is essential to innovate the system and mechanisms, optimize the top-level design and institutional framework for urban-rural integrated development, and improve the institutional arrangement for the two-way flow of urban and rural elements, and benefit sharing.
