摘　　要：从四个阶段系统回顾民办图书馆立法保护的演进路径,深刻反思民办图书馆立法保护的实践样态,发现民办图书馆立法保护存在制度规范有待完善、保障机制衔接困难及组织机构匮缺乏力的现实困境。面对民办图书馆立法保护的严峻形势,探索通过系统论研究方法,积极构建制度有力、组织聚力、保障得力的民办图书馆立法保护体系,以期为我国民办图书馆事业的高质量发展提供坚强法治保障。This article systematically reviews the evolutionary path of legislative protection for private libraries through four stages,reflecting deeply on the practical state of such protection.It identifies several challenges,including the need for improved institutional norms,difficulties in coordinating guarantee mechanisms,and insufficient organizational strength.In light of the severe situation surrounding the legislative protection of private libraries,the article explores the use of systems theory research methods to actively construct a robust legislative protection system characterized by strong institutions,cohesive organizations,and effective safeguards.This aims to provide strong legal guarantees for the high-quality development of private libraries in China.
