摘　　要：近代红河流域的生态环境问题日益突出,在保护与治理过程中,体现出地方政府行政治理渐趋规范化和法治化的一面,更反映了民间社会力量的生态环境意识日趋提高。以普通民众为主的民间社会力量积极参与当地水利建设,以及山林、水资源的保护与治理过程中,作为中坚力量,有效弥补了地方政府组织协调民间力量的行政缺陷,形成了“政府+民众”的环境治理结构体系,进一步提升了红河流域城市生态环境改善与治理成效。The ecological environment problems in the modern Red River basin are becoming more and more prominent.In the process of protection and governance,it reflects the standardization and legalization of the local government administrative governance,but also the reflection of the increasing ecological environment awareness of the civil society forces.Civil society power is given priority to with ordinary people to actively participate in the local water conservancy construction and forest,water resources protection and management process,as a backbone,effectively make up for the local government organization and coordination of civil power administrative defects,the formation of“government+people”environmental governance structure system,further enhance the red river basin urban ecological environment improvement and governance results.
