中国农业农村高质量发展水平测度及地区差异分析

摘　　要：农业农村发展在改革开放中取得了显著成效,农业作为经济社会发展压舱石的作用逐步提升。基于新发展理念要求,文章从五个维度构建了农业农村高质量发展水平评价指标体系,运用面板数据熵值法测度了2010—2020年农业农村高质量发展水平。结果表明:第一,从全国层面来看,农业农村高质量发展水平整体呈现稳步上升趋势;第二,农业农村高质量发展水平与地区经济发展水平、地理位置、资源环境等因素密切相关;第三,农业农村高质量发展水平的地区差异逐步缩小,地区差异主要来源于各省份间的差异,各省份农业农村高质量发展水平呈现上升趋势。Agriculture and rural development has achieved remarkable results in the course of reform and opening up,and the role of agriculture as a ballast of economic and social development has gradually improved.Based on the requirements of the new development concept,this paper constructs an evaluation index system of high-quality agriculture and rural development level from five dimensions,and measures the high-quality agriculture and rural development level from 2010 to 2020 by using the panel data entropy method.The results are shown as follows:Firstly,from the national level,the overall level of high-quality agriculture and rural development shows a steady upward trend.Secondly,the high-quality agriculture and rural development level is closely related to regional economic development level,geographical location,resources,environment and other factors.Thirdly,the regional differences of high-quality development level of agriculture and rural areas have gradually narrowed.The regional differences mainly come from the differences between provinces,and the high-quality development level of agriculture and rural areas in all provinces shows an upward trend.
