摘　　要：引资新常态背景下,具有何种质量特征的外商直接投资(FDI)能成为推动我国高技术制造业企业突破式创新的关键动力?文章基于新发展理念构造FDI质量评价体系进行测度,后匹配企业数据进行实证检验。研究发现:我国高技术制造业FDI质量呈上升趋势,且FDI综合质量的提升对本土企业突破式创新具有正向作用。从分项特征来看,具有高开放水平和高社会贡献水平的FDI正向作用最为显著。该作用主要通过增强企业自主研发意愿、改善人力资本结构来实现,且在易被反向工程的行业以及知识产权保护力度较大的地区更为显著。In the context of the new normal of attracting investment, what quality characteristics of foreign direct investment(FDI) can become the key driving force to promote breakthrough innovation of China's high-tech manufacturing enterprises? This paper constructs an FDI quality evaluation system based on the new development philosophy, followed by empirical test with enterprise-level data. The research shows that: the quality of FDI in China's high-tech manufacturing industry is on the rise, and the improvement of FDI comprehensive quality has a positive effect on breakthrough innovation of local enterprises. From the perspective of specific characteristics, FDI with high standard of opening-up and high level of social contribution has the most significant positive effect. This effect is mainly realized through enhancing the willingness of the enterprises for independent R&D and improving human capital structure, and it is more significant in the industries susceptible to reverse engineering and the regions with higher level of intellectual property protection.
