乡村振兴背景下黄河流域农村水污染治理策略探析

摘　　要：良好的生态环境是乡村振兴的基础和保障,作为中国重要流域的黄河流域,流域内农村水污染治理是现阶段沿黄省区乡村振兴必须面对的课题。黄河流域农村水污染治理面临诸多问题,表现为相关法律法规涉及农村水污染防治条款少、针对性不强、刚性不足,治理主体主要依赖政府,流域水污染治理资源供给不足,致使长期以来流域内农村水污染治理工作成效不佳。基于此提出完善农村水污染防治立法,进行政府管制、引入市场机制、融入村民力量,多方合力参与水污染治理,优化资源配置,强化治理协调机制,以期改善黄河流域农村水污染现状,用良好的生态环境助推乡村振兴。A sound ecological environment is the basis and guarantee for rural revitalization.As an important basin in China,the control of Rural water pollution in the Yellow River Basin is a task that all provinces along the Yellow River must face at this stage.Rural water pollution control in the Yellow River Basin is faced with many problems,as shown by the lack of provisions on rural water pollution control in relevant laws and regulations,weak pertinence and insufficient rigidity,the main body of control mainly relies on the government,Basin water pollution control resources supply is insufficient,resulting in poor results in rural water pollution control work in the basin for a long time.Based on this,it is proposed to improve rural water pollution prevention and control legislation,carry out government control,introduce market mechanism,integrate villagers'power,join forces to participate in water pollution control,optimize resource allocation,strengthen governance coordination mechanism,in order to improve the current situation of rural water pollution in the Yellow River basin,and promote rural revitalization with a good ecological environment.
