摘　　要：国家高质量发展要求推进石油行业供应链质量管理的提档升级,在此阶段海洋石油企业需要进行质量管理变革,进一步加强企业设备物资采购环节的质量管理,将质量管理工作前移,消除设备物资隐性质量安全问题,确保新采购设备物资的本质安全。通过分析设备物资质量与设施本质安全之间的关系、海上设施与采购设备物资的管理现状,建立了设备物资采购质量控制模型,提出提升采购设备物资质量安全的顶层设计思路,从设备物资采购全业务流程来控制设备物资的质量安全,最终实现海洋石油生产设施的本质安全提升。The national requirements for high-quality development have promoted the upgrading of supply chain quality management in the petroleum industry.At this stage,offshore oil enterprises need to carry out quality management reform,further strengthen the quality management of enterprise equipment and materials procurement,move the quality management work forward,eliminate the hidden quality and safety problems of equipment and materials,and ensure the essential safety of newly purchased equipment and materials.By summarizing the relationship between the quality of equipment and materials and the essential safety of facilities,analyzing the management status of offshore facilities and purchased equipment and materials,and establishing the quality control model of equipment and materials,this paper puts forward the top-level design idea of improving the quality and safety of equipment and materials,and controls the quality and safety of equipment and materials from the whole business process of equipment and materials procurement.Ultimately,the essential safety of offshore oil production facilities will be improved.
