城中村改造中的全流程公众参与:实践、影响与展望——以磁县鼓楼街区城市更新为例  

Full-Process Public Participation in Urban Village Reconstruction:Practice,Impact and Prospect:Taking the Urban Renewal of Gulou Block in Cixian as an Example

摘　　要：在新型城镇化和新发展理念下,城中村改造成为城市更新的重要组成部分。公众参与在城中村改造中具有不可或缺的作用。本文以磁县鼓楼街区城市更新城中村改造实践为例,深入探讨政府角色转变和公众参与实践的具体做法。研究发现,政府从“企业型”向“公益型”的转型和全流程的公众参与是推动城中村改造的关键因素。同时,形成公共利益导向的价值观在城中村改造中具有重要作用。本文丰富城中村改造的理论体系,为推动城市更新和城中村改造提供了新的思路和方法。Under the new urbanization and new development concept,urban village reconstruction has become an essential part of urban renewal.Public participation plays an indispensable role in urban village reconstruction.Taking the urban renewal of Gulou Block in Cixian County reconstruction practice as an example,this paper deeply explores the specific practices of government role transformation and public participation.The study finds that the government's transition from a"business-oriented"to a"public welfare-oriented"model and the full-process public participation are the key factors driving urban village reconstruction.Meanwhile,the formation of a public interest-oriented value plays a significant role in urban village reconstruction.This paper enriches the theoretical system of urban village reconstruction,providing new ideas and methods for promoting urban renewal and urban village reconstruction.
