摘 要:我国已由能耗双控逐步转向碳排放双控。为响应碳排放双控战略,对公共建筑碳排放进行科学管理及合理评价是关键抓手。为科学引导对公共建筑由能耗双控向碳排放双控转变,本文调研国内公共建筑能耗限额管理现状,分析公共建筑运行阶段能碳关系,在此基础上提出一种能碳耦合的限额管理及评价方法。该方法建立基于二维评价表和综合碳排放因子的评价规则,可对目标建筑能耗、碳排放强度及能源结构合理性进行耦合评价,并提出针对性节能降碳建议。经实际案例验证,本文提出的方法具备良好的适用性和推广性。China has gradually shifted from the"double control"of energy consumption to the"double control"of total carbon emissions and intensity.In response to the"double control"strategy of carbon emissions,it is the top priority to achieve scientific management and reasonable evaluation of carbon emissions in public buildings.In order to scientifically guide public buildings to achieve energy conservation and carbon reduction,this paper investigates the current situation of energy consumption quota management of public buildings in China,and analyzes the relationship between energy and carbon in the operation phase of public buildings.On this basis,a quota management and evaluation method of energy-carbon coupling is proposed.This method establishes evaluation rules based on two-dimensional evaluation table and comprehensive carbon emission factor,which can carry out energy-carbon coupling evaluation of target buildings and put forward suggestions for energy conservation and carbon reduction.The actual case verification shows that the method proposed in this paper has good applicability and generalization.
