国内大循环背景下国家级承接产业转移示范区低碳发展效应研究

摘　　要：基于2003-2020年地级市数据,采用多期双重差分模型检验国家级承接产业转移示范区政策对承接地低碳发展的影响。研究表明:国家级承接产业转移示范区的设立显著促进了承接地的低碳发展;国家级承接产业转移示范区政策的低碳发展效应在资源型城市和非资源型城市、老工业基地城市和非老工业基地城市间存在异质性;从作用渠道上看,国家级承接产业转移示范区政策主要通过刺激绿色技术创新和提升政府环境关注程度来促进承接地低碳发展。Drawing on data gathered from prefecture-level cities spanning 2003 to 2020,this paper employs a multi-period difference-in-differences model to scrutinize the impact of National Industrial Transfer Demonstration Zones(NITDZ)on low-carbon development within the recipient locales.The findings reveal that:(1)The inception of NITDZ markedly bolsters low-carbon development in recipient regions;(2)The impacts of the NITDZ policy on low-carbon development manifest disparities between resource-based cities and non-resource-based cities and between old industrial base cities and non-old industrial base cities;(3)About the channels of impact,the NITDZ policy primarily promotes low-carbon development in recipient areas through the stimulation of green technological innovation and amplification of government attention to environmental matters.
