摘　　要：基本公共服务供给有效率的均等化是新时代的战略要求。本文运用空间一般均衡模型对我国基本公共服务的配置机制进行探索,把基本公共服务政策以及配套户籍政策、土地政策、转移支付政策的分析嵌入考察人口空间流动的一般均衡理论框架,深入分析基本公共服务配置相关政策的多维度影响,不仅从公平维度考察均等化水平,同时也从效率维度关注经济发展、总体福利均等化水平。研究发现,提高基本公共服务质量,对经济增长和总福利都有一定正面影响,同时从帕累托指数看,使劳动力不过度集聚于东部发达地区;优化户籍政策是降低劳动力流动成本的一个重要途径,可以提高居民的整体福利与推动经济增长,也便于人口分散化发展;而将生产性用地变动和转移支付变动倾斜于西部地区,无论是对整体经济发展还是帕累托指数改善都有较大正面作用。为此,应保障落后地区的公共服务水平,制定合理的基本公共服务标准,注重产业和经济的支撑作用,协同推进土地和户籍制度改革。At present,the degree of equalization in the allocation of basic public services in various regions of China is the fundamen⁃tal factor affecting the quality of life and income of residents and is also a key factor affecting the sustainable development of the economy and society,enhancing the driving force of economic development,and achieving high-quality economic development.The report of the 20th National Congress of the Communist Party of China clearly stated the need to improve the basic public service sys⁃tem,enhance the level of public services,and strengthen balance and accessibility.The efficient and equal supply of basic public services is a strategic requirement of the new era.This paper explores the allocation mechanism of basic public services in China through the spatial general equilibrium model.It embeds the analysis of basic public service policies,as well as supporting regis⁃tered residence policies,land policies,and transfer payment policies into the general equilibrium theoretical framework to investi⁃gate the spatial mobility of population,and deeply analyzes the multi-dimensional impact of policies related to the allocation of basic public services,not only from the fairness dimension,but also from the efficiency dimension to focus on economic development,over⁃all welfare,etc.Research has found that improving the quality of basic public services has a certain positive impact on economic growth and overall welfare.At the same time,from the perspective of Pareto index,it prevents excessive concentration of labor in de⁃veloped eastern regions;Optimizing the registered residence policy is an important way to reduce the cost of labor mobility,which can improve the overall welfare of residents and promote economic growth,as well as facilitate the decentralized development of the population;In terms of changes in productive land use and transfer payments,tilting towards the western region has a significant posi⁃tive effect on overall economic development and Pareto index improvement.I
