新形势下公安机关外国人管理能力提升研究

摘　　要：在实施人才强国战略、构建人类命运共同体的历史背景下,我国公安机关应坚持总体国家安全观,统筹发展与安全,全面提升对外国人管理的能力。一是要加强外国人管理队伍建设;二是要加强涉外法律法规宣传教育工作;三是要加快完善全国互联互通的外国人信息管理平台;四是要降低“三非”外国人违法犯罪案发率;五是要加快建立横向到边纵向到底的“大外管”管理格局;六是要推广先进经验,运用科技手段,创新外国人管理方式;七是要建立外国人管理诚信档案;八是要加快法律法规建设,适应国家治理体系和治理能力现代化的发展要求。Under the historical background of implementing the strategy of reinvigorating the country through human resources and building a community with a shared future for mankind,China's public security organs should adhere to the overall national security concept,coordinate development and security,and comprehensively improve the ability to manage foreigners.The first is to strengthen the publicity and education of the foreigner management team;the second is to accelerate the improvement of the foreigner information management platform;the third is to reduce the rate of the management pattern of the law and crime of the country;the other is to accelerate the establishment of the management of the foreigner;the fourth is to accelerate the construction of laws and regulations to meet the development requirements of the modernization of national governance system and governance capacity.
