精英文化如何影响公民信任?官民互动经验与社会舆论评价的调节作用

摘　　要：政府的公民信任是民主政治的保证,也是我党“群众路线”的要求与核心。本研究以上海市公务员的调查数据为样本,分析精英文化对公民信任的影响,并检验官民互动经验与社会舆论评价的调节作用。研究表明:精英文化对公民信任、情感信任与能力信任有显著负向影响,对公民情感信任的负向影响强于对能力信任的负向影响;社会舆论评价与官民互动经验缓解了精英文化对公民情感信任与能力信任的负向作用,提高了官民互信水平。这一结果说明,培育政府公务员的服务意识与大众情怀仍至关重要,只有当公务员认可和信赖群众时,在理解和满足人民群众切身利益的基础上,才有助于塑造政府与民众之间的信任关系,并努力促成政府与民众互信的良性循环。在理论上深入探讨政府与民众之间的信任关系,在一定程度上可以深化对官民信任的认识,也能为未来提高官民信任、重塑社会互信的实践提供经验层面的支持。Citizen trust in government is a cornerstone of democratic politics and a core requirement of the Chinese Communist Party’s“mass line”approach.This study uses survey data from civil servants in Shanghai to analyze the impact of elite culture on citizen trust and examines the moderating effects of government-citizen interaction experience and public opinion evaluation.The findings indicate that elite culture has a significant negative impact on citizen trust,emotional trust,and competence trust,with a stronger negative effect on emotional trust than on competence trust.Public opinion evaluation and government-citizen interaction experience mitigate the negative effects of elite culture on both emotional and competence trust,thereby enhancing mutual trust between the government and citizens.These results suggest that fostering a service-oriented mindset and a deep emotional connection or commitment to the public among civil servants remains crucial.When civil servants recognize and trust the public,they are better positioned to understand and meet the fundamental interests of the people,which helps to build a trustful relationship between the government and the public,promoting a virtuous cycle of mutual trust.Theoretical exploration into the trust relationship between the government and the public can deepen our understanding of official-citizen trust to some extent,and also provide experiential support for future practices aimed at enhancing official-citizen trust and rebuilding mutual trust in society.
