摘　　要：新《中华人民共和国档案法》的颁布实施对新时代高校档案治理提出了新的更高的要求。高校档案工作面临档案载体多样化、利用需求增长等现实挑战,亟须从制度、组织、技术、监管、运行等维度进行创新突破。在厘清依法治理理念内涵的基础上,分析高校档案规范体系的构成要素,从加强顶层设计、健全组织架构、加强技术支撑、创新监管机制、优化运行流程等方面为高校档案规范体系建设提出路径遵循。高校要以新《档案法》为指引,遵循档案工作规律,强化体系思维、创新方法举措,构建科学完备、全面系统、运行高效的档案规范体系,推动高校档案治理体系和治理能力现代化,更好地服务学校发展。The promulgation and implementation of the new Archives Law has put forward new and higher requirements for the management of university archives in the new era.The archive work in colleges and universities is faced with realistic challenges such as diversification of archive carriers and increasing demand for utilization,and it is urgent to make innovative breakthroughs in the dimensions of system,organization,technology,supervision and operation.On the basis of clarifying the connotation of the concept of governance according to law,this paper analyzes the constituent elements of the university archives normative system,and puts forward the path to follow for the construction of the university archives normative system from the aspects of strengthening the top-level design,improving the organizational structure,strengthening the technical support,innovating the supervision mechanism and optimizing the operation process.Colleges and universities should take the new Archives Law as a guide,follow the law of archives work,strengthen system thinking,innovate methods and measures,build a scientific and complete,comprehensive and systematic,efficient operation of the archives standard system,promote the modernization of university archives management system and management capacity,and better serve the overall development of schools.
