中欧班列开通对新疆对外贸易发展的影响研究

摘　　要：作为深化我国与沿线国家经贸合作的重要桥梁,中欧班列不仅是促进双边贸易的发展引擎,而且是推进“一带一路”发展的重要工具。通过中欧班列,中国与欧洲以及沿线国家的经济联系更加紧密,共同构建了一个开放、包容、普惠、平衡、共赢的新型合作关系。通过研究表明,开通中欧班列促进了新疆进出口贸易的发展,为新疆对外贸易的发展赋予了新的动能。然而,新疆中欧班列也存在着贸易产品附加值较低、硬件与软件设施落后以及过度依赖转口贸易的问题。为提升新疆中欧班列的服务水平,进一步提升新疆对外贸易水平,文章提出了促进新疆进出口贸易的升级、扩大货源降低返程空箱率、改善配套设施、建设服务平台以及发挥政策优势的对策建议。As an important bridge to deepen economic and trade cooperation between China and the countries along the Belt and Road,China Railway Express is not only an engine for promoting the development of bilateral trade,but also serves as an essential tool to advance the development of the Belt and Road.Through the CR Express,the economic ties connecting China and the countries involved in the BRI with Europe have become closer,and they have jointly built a new type of cooperative relationship that is open,inclusive,beneficial to all,balanced,and winwin.The research in this paper shows that the opening of the CR Express has promoted the development of import and export trade in Xinjiang and has given new momentum to the development of Xinjiang's foreign trade.However,there are also problems such as low valueadded trade products,backward hardware and software facilities,and over-reliance on intermediary trade in CR Express.To enhance the service level of China Railway Express in Xinjiang and further promote Xinjiang's foreign trade,this paper proposes some countermeasures and suggestions for pushing forward the upgrade of Xinjiang's import and export trade,expanding sources of goods to reduce the rate of return on empty containers,improving supporting facilities,building service platforms,and playing an advantage in policy.
