摘 要:近年来,中国科技研发投入快速增长,然而低下的科技成果转化率成为困扰中国科技高质量发展的一大因素。高质量科研项目工程化管理,是高水平科技成果转化实现的重要手段。从科研项目立项需求管理、立项衔接性与系统性、基于科研项目数据的行政与技术双轮驱动管理模式、技术供应链标准化建设以及全要素管理评估等方面,阐述了科研项目工程化管理的内涵。此外,还提出以科研项目工程化管理,提升科技人才的市场把握度与攻关能力、优化科研团队人才配置等观点。In recent years,China has experienced rapid growth in R&D investment;however,the low rate of technology transfer remains a significant obstacle to the high-quality development of Chinese science and technology.Highquality engineering management of scientific research projects is crucial for realizing advanced scientific and technological achievements.The core principles of engineering management of scientific research projects were elucidated from the aspects of encompassing project initiation demand management,project initiation coherence and systematic approach,dual-wheel driving management model based on project data,standardization construction of technical supply chain,and comprehensive evaluation of all factors management.Furthermore,the view was put forward that scientific research projects should be managed in an engineering-oriented way to enhance the market sense and problem-solving capabilities of scientific and technological personnel,as well as optimize the talent allocation of research teams.
