海河流域母亲河复苏成效与思考

摘　　要：母亲河复苏行动是以推进与人民群众息息相关的河湖复苏为引领,带动各地河湖生态环境复苏的标志性行动。2022年起,水利部部署开展母亲河复苏行动,在列入《母亲河复苏行动河湖名单(2022—2025年)》名录的88条(个)河湖中,海河流域有38条(个)。介绍了海河流域母亲河复苏行动开展情况和复苏成效,总结了经验启示,在此基础上提出当前海河流域母亲河复苏目标标准、流量保障和制度保障等方面存在的问题,从挖掘复苏内涵、细化复苏目标、创新复苏手段、提升复苏智能等角度提出提升母亲河复苏成效的思考与建议,以期为华北地区乃至全国河湖复苏行动实施提供参考借鉴。The Mother River Recovery Action is a landmark initiative aimed at restoring the ecological environment of rivers and lakes that are closely related to people’s well-being.The Ministry of Water Resources implemented the Mother River Recovery Action in 2022.Among the 88 rivers and lakes listed in the Mother River Recovery Action List(2022-2025),38 are located in the Haihe River basin.This paper introduces the achievements of the Mother River Recovery Action in the Haihe River basin,summarizes the experiences,and identifies current issues related to target standards,flow assurance,and institutional support.The study proposes measures to enhance the effectiveness of the Mother River Recovery by exploring the connotation of recovery,refining recovery targets,innovating recovery methodologies,and advancing intelligent technologies.These reflections aim to provide references for implementing river and lake recovery actions in North China and across the country.
