摘 要:数据要素流通正深刻改变着档案管理环境,推动着档案分级分类管理加速变革创新。数据要素流通是数字经济时代的显著特征,对档案分级分类管理提出全新的要求。纵观档案分级分类管理的理论研究和实践现状,传统分类方法的静态封闭属性与数据环境的开放动态特征之间存在矛盾,现有标准规范体系建设滞后于档案管理发展需求,档案分级分类智能化改造的力度、广度、深度不足等,都是制约其创新发展的突出问题。数字时代背景下,破解档案分级分类管理困境,需要坚持问题导向、目标导向,树立与时俱进的管理理念,加快法治化、标准化建设进程,强化人工智能、大数据等现代技术赋能,切实提升档案管理人员的数字素养,着力构建内容导向、需求导向的分类理论体系,优化资源共享开放机制,为档案资源的规范化、精细化、智能化管理和高效配置提供坚实支撑。The circulation of data elements is profoundly transforming the archival management environment,accelerating the innovation and transformation of tiered and classified management of archives.As a prominent feature of the digital economy era,the circulation of data elements poses new requirements for the tiered and classified management of archives.Examining the current status of theoretical research and management practices in the tiered and classified management of archives,we observe that the static and closed nature of traditional classification methods contradicts the open and dynamic characteristics of the data environment.Moreover,the development of existing standard and normative systems lags behind the needs of archival management,and the intensity,scope,and depth of intelligent transformation in tiered and classified management of archives are insufficient,which are prominent issues hindering its innovative development.In the context of the digital age,to overcome the dilemmas in tiered and classified management of archives,it is necessary to adhere to a problem-oriented and goal-oriented approach,establish a management philosophy that keeps pace with the times,accelerate the process of legalization and standardization,strengthen the empowerment of modern technologies such as artificial intelligence and big data,effectively enhance the digital literacy of archivists,strive to build a classification theory system guided by content and demand,and optimize resource sharing and opening mechanisms.These efforts will provide solid support for the standardized,refined,intelligent management,and efficient allocation of archival resources.
