摘　　要：发挥政府投入激励作用、强化政府兜底责任是推进“健康中国”建设的重要一环。基于2012—2020年中国家庭追踪调查(CFPS)面板数据,实证检验政府多维医疗卫生支出的健康促进效应及健康平等效应。研究发现:政府医疗卫生总支出具有显著的健康提升效应,且对生理健康的影响效应超过了心理健康;各维度政府医疗卫生支出通过不同渠道缩小了居民健康差距;政府医疗卫生支出在户籍、地区、年龄、收入方面存在异质性;机制分析结果表明,政府医疗卫生支出对于居民健康水平及健康差距的影响主要是通过疾病预防、疾病负担、医疗服务利用和医疗服务供给等渠道实现的。研究结论为进一步完善医疗卫生投入模式、推进“健康中国”战略提供了政策依据。Playing the role of government investment incentives and strengthening the government’s bottom-line responsibility is an important part of building a Healthy China.Based on the panel data of China Family Panel Survey(CFPS)from 2012 to 2020,this paper empirically tests the health promotion effect and health equity effect of government’s multi-dimensional medical expenditure.The research found that the total government expenditure on health has a significant effect on health improvement,and the effect on physical health exceeds that on mental health;various government health expenditures through different channels to narrow the health gap among residents;government health expenditure is heterogeneous in household registration,region,age and income;the mechanism analysis results indicate that the impact of government medical expenditure on residents’health level and health gap is mainly achieved through channels such as disease prevention,disease burden,medical service utilization,and medical service supply.The research conclusions provide a policy basis for further improving the medical and health investment model and promoting the“Healthy China”strategy.
