财政科技投入对创业活跃度的影响研究——兼论地方政府财政策略互动行为的空间效应

摘　　要：财政科技投入对于地方政府贯彻新发展理念,激发地区创新创业活力具有重要意义。选取2007—2020年我国284个地级以上城市的面板数据,考察财政科技投入对创业活跃度的影响及其作用机制。研究发现:财政科技投入能够显著提升城市创业活跃度。异质性分析表明,东部发达地区的财政科技投入的效果更为显著;财政科技投入对服务业创业活跃度产生显著的正向作用,而对前期投资大、回收期长的制造业的创业活跃度未产生显著的影响。机制分析发现,财政科技投入主要是通过创新效应,引致投资效应和人才集聚效应作用于创业活跃度。进一步将地方政府竞争因素纳入分析框架后发现,在地方政府财政策略互动行为的作用下,财政科技投入促进创业的效果得到提升。Fiscal investment in science and technology is of great significance for local governments to implement the concept of innovation-driven development and stimulate the vitality of regional innovation and entrepreneurship.Using panel data from 284 prefect-ure level and above cities in China from 2007 to 2020,this study examines the impact and mechanism of fiscal technology investment on entrepreneurial activity.Research has found that fiscal technology investment can significantly enhance urban entrepreneurial activity.Heterogeneity analysis shows that the effect of fiscal technology investment in developed eastern regions is more significant;Financial technology investment has a significant positive effect on the entrepreneurial activity of the service industry,while it has no significant impact on the entrepreneurial activity of the manufacturing industry with large initial investment and long payback period.Mechanism analysis reveals that fiscal technology investment mainly affects entrepreneurial activity through innovation effects,leading to investment effects and talent aggregation effects.After further introducing the competitive factors of local governments,it was found that under the interactive behavior of local government fiscal strategies,the effect of fiscal technology investment in promoting entrepreneurship has been improved.
