摘 要:文章通过对高速公路养护费用控制模式、上海市高速公路养护定额发展及存在问题的分析,论证绩效式费用控制模式更能节约养护周期内成本。上海市高速公路养护定额由于政策调整、行业改革、技术创新等因素,已亟待进行修订。同时结合数据实例测算,建议养护定额修订可根据地理位置、路龄、交通量、重车比例等因素进行调整,确保各路段的养护经费更有针对性。Through the analysis of the expressway maintenance cost control mode,the development of expressway maintenance quota in Shanghai and the existing problems,this paper demonstrates that the performance-based cost control mode can save the cost in the maintenance cycle.Due to policy adjustment,industry reform,technological innovation and other factors,the maintenance quota of Shanghai expressway has to be revised urgently.At the same time,combined with the calculation of data examples,it is suggested that the revision of maintenance quota can be adjusted according to geographical location,road age,traffic volume,proportion of loaded vehicles and other factors,so as to ensure that the maintenance funds of each road section are more targeted.
