我国档案行政处罚裁量问题研究综述

摘　　要：《档案法》及其他法律的颁布实施为档案主管部门行使行政处罚裁量权提供了法律责任相关规定,增强其行政处罚的规范。随着档案执法工作的开展,档案行政处罚裁量问题研究在我国档案行政处罚工作中具有重要价值。为了揭示档案行政处罚裁量问题研究取得的进展,运用文献计量法与内容分析法,从发文量年度分布、作者单位统计、发文刊物及主要研究内容四个层面进行梳理,并对未来研究进行了初步分析,为后续研究与行政处罚工作的开展提供参考。The promulgation and implementation of the Archives Law and other laws provide relevant legal liability provisions for the archival authorities to exercise their administrative penalty discretion,and enhance the norms of their administrative penalties.With the development of archives law enforcement,the research on the discretion of archives administrative penalty has important research value in the work of archives administrative penalty in China.In order to reveal the progress made in the research on the discretion of archives administrative penalty,this paper uses the bibliometric method and content analysis method to sort out the annual distribution of publications,the statistics of the authors'units,the publications and the main research contents,and makes a preliminary analysis of the future research,so as to provide reference for the follow-up research and the development of administrative penalty work.
