基于国家统一标准整合全省不动产登记数据库的探索研究

摘　　要：准确、完整的不动产登记数据库是履行不动产登记、提供“快准全”的不动产登记信息查询及共享服务、满足国家汇交工作要求的重要基础。自不动产统一登记制度施行以来,海南省采用省级“部分集中”模式开展不动产登记平台建设,设立省级、海口、三亚、儋州4个不动产登记数据库;但分散管理数据,未形成全省统一数据库,存在市(县)级数据库、省级数据库、国家数据库的数据不一致问题。本文基于国家统一数据库标准,探索制定统一规范及技术路线,利用模块化提取、转换、加载(ETL)技术对4个数据库进行一体化数据梳理,最终形成属性数据、空间数据、档案数据关联关系正确及完整、规范、“图-属-档”一致的全省统一不动产登记数据,为实现全省统一登记及全业务流程监管提供有效数据支撑,进一步提升全省不动产登记信息服务和管理水平。An accurate and complete real estate registration database is an important foundation for fulfilling real estate registration,providing fast,accurate and comprehensive real estate registration information query and sharing services,and meeting the requirements of national remittance work.Since the implementation of unified real estate registration,Hainan has adopted a provincial-level"partially centralized"model to carry out the platform construction of real estate registration and jointly established four registration systems,including provincial-level,Haikou,Sanya,and Danzhou.The registration data is decentralized and managed,without forming a unified database for the whole province.There is a problem of inconsistent data between city and county databases,provinciallevel databases,and national databases,which also restricts the further improvement of the province's real estate registration information services and management level.Based on the national unified database standards,it explores the integration of four databases,including provincial-level,Haikou,Sanya,and Danzhou,through the development of unified specifications and technical routes,and the use of ETL technology to sort out integrated data,ultimately forming consistent spatial references and correct data association relationships of map,property and file.The unified real estate database of the province,which integrates map,property and file,provides effective data support for achieving unified registration and full business process supervision throughout the province and further improves the province's real estate registration information services and management level.
